The narrator? I assume the narrator the singer of Tullycraft, or something very close (who's very sarcastic). If you mean the girl who's the subject of the song -- I'm missing another joke, aren't I? -- Magic Pixie Dream Girls are happy, eccentric, bubbly, the kind of girl (not woman) that exists only in movies, that loves her brooding young boy, teasing playfully until he grows up to a man, etc. I think the singer of Tullycraft likes the girl/woman he's describing, but he likes her sarcastic.

I could be wrong.

Whoops, yes, I meant subject of the song, not narrator. Sheesh! I think your interpretation is closer to correct than mine.
